Senior Management Team

Andre Foster is the Acting Principal Director of the Debt Management Branch. Over the past 16 years, he has been a part of the Government of Jamaica’s sovereign debt management team that has been prudently managing debt activities.

Mr. Foster holds a Bachelor of Science double major in Management Studies and Accounting as well as a Masters of Science in Accounting. In addition, both internal and external training in a wide array of debt-related issues have contributed to his development.

Rachel Applewhaite is the Acting Director of the Debt Strategy and Analysis Unit (DSAU) in the Debt Management Branch (DMB) of the Ministry of Finance and the Public Service (MOFPS). Mrs. Applewhaite possesses over ten years’ experience in economic policy research, more than six of which have been dedicated to Jamaica’s civil service in the areas of debt and fiscal policy management. In her position as Acting Director of the DSAU, she bears responsibility for the risk analysis, research, and investor relations functions of the DMB.

Mrs. Applewhaite also serves as a member of the Board of Directors of the Jamaica Special Economic Zone Authority. She holds a Bachelor of Science (BSc) and a Master of Science (MSc) degree in Economics from the University of the West Indies (UWI), and is a Financial Risk Manager certified by the Global Association of Risk Professionals (GARP).

Dean Scott has more than 27 years of experience working in the financial industry, with 23 of those years spent in the Debt Management Branch. Mrs. Scott has a demonstrated history of working in banking, investment, debt management and treasury.

She currently leads the debt operations team whose main mandate is to maintain a comprehensive, accurate, and up-to-date database of Jamaica’s government and government-guaranteed external and domestic debt.
