Dian Black is currently the Deputy Financial Secretary for the Economic Management Division in the Ministry of Finance and the Public Service. Miss Black has over 16 years of experience in Debt Management and, until recently, held the post of Principal Director of the Debt Management Branch. She is responsible for leading the strategic and operational activities of the Division and its three Branches –Debt Management Branch (DMB), Fiscal Policy Management Branch (FPMB), and International Programme Management Branch (IPMB).
Ms. Black is a member of the Caribbean Development Bank Board of Directors, a member of the Professional Risk Managers’ International Association (PRMIA) and Jamaica’s representative to the Latin America and Caribbean (LAC) Debt Group Steering Committee.
Ms. Black holds a B.A. from the University of the West Indies, Mona and a M.B.A. in Banking and Finance from the University of Wales, Manchester Business School.
